On a busy summer’s afternoon, stroll past a water coaster at a UK theme park. Neither the ride nor the line indicate how much paperwork goes into its running. Attendants reset the loading platform, the boats cycle through, riders get soaked on the descent, and everything proceeds with the silent efficiency of a system that has been tested and approved to perform precisely this function. ADIPS is mostly unseen to the families in line, but it is present in every operational element of what they are about to accomplish. It lives in the checking, certification, and record of both.
Since the Amusement Device Inspection Procedures Scheme has been the main foundation for independent ride inspection in the UK for a long time, many operators consider it to be just the way things operate rather than a particular policy decision. The inspection scope is significant for water coasters in particular, which combine the mechanical complexity of a coaster with water management systems, hydraulic lift mechanisms, and trough infrastructure that is subject to weather and seasonal wear. There are multiple systems in a water coaster. Each of the multiple interacting systems must be evaluated both independently and in conjunction with the others.
ADIPS becomes involved with each new or significantly altered ride during the pre-use inspection phase. A water coaster’s design is reviewed, the built ride’s compliance with the design is verified, and controlled physical testing is carried out prior to the coaster’s public opening. This procedure is necessary since pre-construction assessment alone may not be able to identify the discrepancy between a design that works in theory and a build that operates correctly in fact. It is not a formality to conduct first testing. It is the point at which issues arise in a situation when discovering them results in change rather than an occurrence.
ADIPS mandates a thorough safety-critical inspection at least once every 12 months after a ride is put into service. Structural components, restraint systems, hydraulic and mechanical parts, water containment and treatment systems, and the operational protocols that control the ride’s daily operations are all covered in the yearly inspection. The inspections must be conducted by recognized independent bodies, which are organizations that have undergone continuous monitoring within the ADIPS framework and have been evaluated for technical competence. The need for independence is intentional. An inspection carried out by a qualified third party with no interest in the results is not the same as one carried out by someone associated with the operator’s own business interests.

After an inspection is successful, the Declaration of Operational Compliance is more than just a document. It creates a searchable record of which rides have been reviewed, when, and by whom by feeding into a central digital database that is available to operators, insurers, and regulators. There are several uses for that transparency. It provides HSE inspectors with a place to start when determining whether a specific location is upholding necessary requirements. It provides insurers with a credible foundation for decisions about coverage. Additionally, it establishes an accountability trail that is impossible to duplicate with a system that is solely paper-based, especially for rides that travel between locations or change ownership during their operational careers.
