A child suffered a severe cut on the back of their leg after going down a tube slide at Bridal Falls Waterpark in British Columbia on a summer day in 2024. A fracture in the slide’s fiberglass surface, which had developed quickly and produced a sharp edge in riders’ path, was the cause, as Technical Safety BC’s study would subsequently show. The inspection that morning had not revealed the crack. Unaware that an injury had already happened, staff members who later found it chose to close the slide. By the time the investigation was finished and the report was released in February 2025, it was evident that the tragedy had revealed a structural flaw in British Columbia’s regulations governing the equipment that its water parks are allowed to use.
The province’s governing body for amusement rides and equipment, including waterslides, is Technical Safety BC. Before commercial water parks open to the public each season, it grants operational licenses and permits in accordance with the Elevating Devices Safety Regulation. The pre-season certification procedure is enhanced by routine inspections. Although the specifics and level of enforcement differ greatly amongst jurisdictions, the framework appears to be similar to that of other Canadian provinces, such as Alberta’s Safety Codes Council and Ontario’s Technical Standards and Safety Authority.
Numerous contributing reasons to the injury were found during the Bridal Falls inquiry. Over time, the fiberglass flume degraded and the subterranean structural support beneath it became insufficient to support the slide surface. The final rapid advancement of the break occurred after the daily inspection had cleared the slide for use, which is not typical of how fiberglass deteriorates. A larger systemic issue was also found by the investigation: manufacturer specifications are cited as the starting point for inspection and maintenance requirements for amusement rides in the CSA safety code that was adopted for usage in British Columbia. The manufacturer’s specifications were just unavailable in this instance. The park had not received them, and it seemed that the manufacturer could not deliver them. Over time, the park established its own inspection protocols, but in this instance, such protocols were insufficient to identify what was happening underneath the surface.
The response from Technical Safety BC was straightforward. In order to help waterslide owners identify structural deterioration before it poses a risk to riders, the EPA released three specific suggestions that center on how they should collaborate with manufacturers, contractors, and the larger industry. Waterpark operators were informed that inspection procedures must detect not just obvious surface damage but also indications of the underlying structural deterioration that permits surface failures to develop quickly. The industry is still debating whether that expectation can actually be fulfilled in the absence of improved instruments, more thorough technical assistance, and more transparent accountability for manufacturers who neglect to provide operating parameters.
In 2025, there was a significant regulatory follow-through. Six of the eleven slides at Splashdown Vernon were either placed under inspection or handed failed certificates by Technical Safety BC inspectors prior to the start of the summer season because of non-compliances, the majority of which were related to structural and maintenance issues discovered in the wake of the Bridal Falls findings. Pre-season inspections at a number of other BC water parks revealed similar non-compliances. A single serious injury to a child at one waterpark in 2024 set off a chain reaction that resulted in quantifiable safety enforcement actions throughout the province the following year. This relationship is noteworthy because it implies that when an occurrence is carefully examined and the results are implemented, the regulatory system can react with purpose.

What transpires in between instances is less obvious. According to Technical Safety BC’s 2025 State of Safety report, there were 26 amusement device occurrences in British Columbia, which is an improvement of 18% from the previous year. Additionally, the agency is working to move BC’s regulatory framework toward ASTM amusement standards, which are more comprehensive and updated more frequently than the present CSA code. In order to guarantee clarity regarding operator responsibilities, a thorough examination of program components is being conducted concurrently with this move. It’s a worthwhile endeavor that is headed in the right direction. It won’t alter the basic reliance on operator diligence between inspection windows—that is, on the park worker who determines whether to close a slide after observing something strange without always having the knowledge or resources to determine how uncommon that thing truly is.
