You can see why none of this could have been constructed closer if you stand at the edge of Peamount and look back toward Dublin’s city center, which is roughly fifteen miles to the east. This land is available, open, and level. There is space on the horizon. The 172 kilometers of subterranean infrastructure known as the Shannon Pipeline, which carries water from the Parteen Basin in County Clare all the way across the Irish midlands, needed a destination that wasn’t already taken up by a century’s worth of urban density, residential estates, hospital campuses, and subterranean utilities running in all directions. Peamount now has a new reservoir. There isn’t room for one in Dublin’s city center.
It was not primarily a planning philosophy that led to the location of Ireland’s most important water infrastructure on the periphery of the city. It was a physical limitation. For many years, Dublin has relied on the Liffey for the majority of its water supply. Approximately 85% of the capital’s water supply comes from a single river, and this reliance has long been recognized as a risk that only manifests itself during droughts, pollution events, or protracted dry spells of the kind that climate projections indicate will occur more frequently rather than less. The solution to that vulnerability is the Shannon pipeline. Adding a second significant supply source to the system does more than just boost output. It creates redundancy, which is what transforms a water network from merely adequate to truly resilient.
However, without completely replacing the distribution network, a pipeline delivering millions of liters of water every day cannot be installed in central Dublin. The inner city’s pipes were sized and pressurized for the current water system, not for a second, full-scale supply that would arrive at the same time. Because Peamount is far from the city center, pressure and flow can be controlled before the water enters the distribution network, which is why it serves as a landing zone. The pipeline’s output is absorbed, managed, and fed into the system by the reservoir. Tens of hectares of space are needed for that type of buffer infrastructure, and there isn’t any in the vicinity of the Liffey Quays.
Alongside the water supply project, the Greater Dublin Drainage Project adheres to the same geographical logic. A €2.3 billion wastewater treatment facility is located on a 30-hectare plot of land in Clonshaugh, North Dublin. An current urban fabric cannot accommodate thirty hectares of operational treatment infrastructure, including tanks, processing facilities, sludge management, odor control, and energy recovery, without causing significant displacement. Clonshaugh is both far enough from Dublin to have the acreage available to create what is required and close enough to serve the city and its growing periphery. The plant can accommodate 500,000 people. That number represents both the current urban fringe population and the recognition that Dublin is expanding on the fringe and that new housing cannot be built there without the wastewater capacity to support it.
For most Dubliners, the relationship between housing and infrastructure is likely the most obvious aspect of this narrative. The severity of Ireland’s housing shortage has been extensively discussed and documented. The city’s outer-ring areas, including Blanchardstown, Abbotstown, and the corridor north toward Fingal and south toward Kildare, have been identified as locations where substantial residential development is feasible if the necessary infrastructure is in place. Although it is not a glamourous limitation, wastewater capacity is a genuine one. It is not possible to construct a development without access to sufficient wastewater treatment. Once operational, the Clonshaugh facility frees a significant section of the urban periphery from that restriction.

There is something remarkable about the scope of what has been committed to when looking at the maps of these projects, such as the pipeline corridor that travels through Tipperary, Offaly, and Kildare before reaching Peamount and the drainage network that spreads out from Clonshaugh. This degree of ambition and speed of infrastructure development is unprecedented in Ireland. Both projects have a total investment of billions of euros. Population expansion, climate danger, and the cumulative effects of decades when the current system was sufficient and no one constructed for what would be required in the next thirty years serve as justifications. That reckoning is materializing on Dublin’s outskirts.
