Parks Canada employees reroute a line of cars that extends back about two kilometers from the parking spot on a Tuesday morning in late June at the Moraine Lake road intersection. Since before dawn, the lot has been occupied. Private vehicles are not allowed. From a staging area outside Lake Louise village, shuttle buses transport tourists in groups to one of North America’s most photographed locations: a turquoise lake surrounded by the Valley of the Ten Peaks. This sight has been so replicated that it may be found on the reverse of the Canadian $20 bill. It is not optional to use the shuttle system. Now, it’s the access model.
This is how the Canadian Rockies are actually managed, and it’s a big change from how these areas functioned even ten years ago. The number of visitors to Banff, Jasper, and Kananaskis has increased to levels that the physical infrastructure—roads, trails, parking lots, and wildlife corridors—was not designed to handle due to a combination of social media amplification, pandemic-era outdoor recreation interest, and easier international access to Alberta. Destination stewardship plans, vehicle caps, required shuttles, and an emerging framework called regenerative tourism—which asks whether visitor spending can actively fund conservation rather than just funding the infrastructure that enables more visitors—are some of the tools that Parks Canada and provincial agencies have responded with. These tools are partially logistical, partially regulatory, and partially philosophical.
These actions have a clear and well-documented wildlife justification. Both wolves and grizzly bears, which can be found in the surrounding mountains and the Bow Valley corridor, depend on vast, interconnected habitats to sustain healthy populations. The movement between the northern and southern parts of Banff National Park has traditionally been disrupted by traffic volumes on the Trans-Canada Highway, which has limited the range of individual species and gradually decreased genetic diversity between populations.
Parks Canada has made investments in wildlife crossing infrastructure, such as overpasses and underpasses that permit animals to cross the roadway. However, the effectiveness of these structures depends on the amount and behavior of surrounding traffic. Compared to highway crossings, concentrated visitor pressure at important locations exacerbates the issue in ways that are more difficult to engineer around.
The more obvious effect of heavy traffic on the landscape is trail erosion. Over the past ten years, as visitor numbers have surged, popular routes around Lake Louise, along the Larch Valley above Moraine Lake, and throughout the Banff townsite region have greatly expanded. Recovery timetables for disturbed alpine ecosystems are measured in decades, not seasons, and the degradation of delicate plants at path edges and the compaction of alpine soils take time to restore. By shifting visitor pressure toward more resilient pathways and restricting access to the most vulnerable habitats throughout the recovery period, the stewardship plans being built throughout the Bow Valley are attempting to control this.
The human aspect of the same issue is the housing crisis in Canmore. The town’s housing market has tightened to the point where it is actually challenging for seasonal park workers and permanent residents on service-sector wages to find housing as tourism employment has increased and remote workers have found that Canmore offers mountain living within commuting distance of Calgary. The relationship between local housing affordability and tourism growth is not exclusive to the Canadian Rockies; it is present in Queenstown, Chamonix, and almost every mountain destination that has gained international attention. However, the rate of change in Canmore has been so rapid that it is now a formal part of the regional stewardship discussion rather than a side effect that planners mention and move on from.
The goal of Tourism Canmore Kananaskis’ regenerative tourism framework is to reframe the question from “how many visitors is too many” to “how can visitors actively contribute to the health of the places they’re visiting.” The practical components of this, such as business certification programs for operators that fulfill environmental criteria, visitor education programs linked to conservation objectives, and a portion of park fees allocated to restoration projects, are in different phases of development and implementation. It is still really unclear whether the concept of regenerative tourism can produce quantifiable conservation results at the scale required in the Canadian Rockies. The issues being addressed by the framework are more recent than the framework itself, and the issues are developing more quickly than the framework is being put into practice.

The clearest indication of what’s at risk is the retreating glaciers. Over the past few decades, there has been a noticeable retreat of the Athabasca Glacier, which is accessible to tourists on guided tours and viewable from the Icefields Parkway. The locations of the ice in 1890, 1950, 1980, and 2000 are marked along the walk to the glacier’s edge; each marker is farther away from the current terminus than the previous one. Visitors are drawn to witness this occurrence by the tourism sector. The conditions that lead to that tourism are somewhat but not entirely caused by the carbon emissions connected with it. Although there isn’t a clear legislative remedy for this circularity, it is central to any sincere discussion about what sustainable tourism in the Canadian Rockies really entails.
